What is FR & how is it achieved?
FR stands for “flame-retardant” and “flame resistant,” which helps to slow the burning when materials are exposed to open flames. All car seats sold in the US are required to meet the federal Flammability of Interior Materials standard (CMVSS 302), often achieved by adding brominated and chlorinated chemicals.

And there is no added FR chemical treatment for the agitation cycle to break down.
